Web3 entrepreneur Emmanuel Lorenzo Bonuan developed a custom ChatGPT model designed to help Filipinos understand the Securities and Exchange Commission’s (SEC) final rules on digital assets.
Named “Legal Counsel for Web3 in the Philippines,” the tool is trained on the SEC’s 2025 Memorandum Circulars No. 4 and 5, which outline regulations for crypto-asset service providers (CASPs).
The AI model is tailored specifically for the Philippine crypto landscape, avoiding confusion from foreign regulations and misinformation. It also provides quick, localized answers to questions such as registration requirements and content limitations for crypto educators and builders.

OpenAI has taken down accounts linked to a covert influence campaign using ChatGPT to promote President Ferdinand “Bongbong” Marcos Jr. and criticize Vice President Sara Duterte.
The campaign, dubbed “Operation High Five,” was traced to Philippine marketing firm Comm&Sense Inc. and involved generating pro-Marcos and anti-Duterte comments in English and Taglish across TikTok and Facebook using fake or anonymous accounts.
According to OpenAI’s June 2025 threat report, the campaign aimed to flood comment sections with partisan content but saw minimal engagement from real users. The company rated the operation as low impact and reaffirmed its efforts to stop the malicious use of AI, including influence operations, scams, and disinformation from multiple countries.
Users Can Now Top Up Crypto at Grab Wallet Through PDAX
Grab launched a new feature allowing users to top up their GrabPay Wallets using cryptocurrencies, with transactions processed by Triple-A in partnership with PDAX, a licensed Philippine Virtual Asset Service Provider (VASP).
The service lets KYC-verified users convert crypto and stablecoins into wallet credits, which can then be used across all Grab services, including rides, food delivery, and in-app purchases.
Grab clarified that the update only changes top-up options and does not affect existing GrabPay functionalities. However, all crypto transactions are non-refundable, and users are urged to double-check transaction details.
Coins.ph’s $PHPC Completes BSP’s Sandbox
Licensed VASP Coins.ph announced that its Philippine Peso-backed stablecoin, PHPC, officially exited the Regulatory Sandbox Framework of the Bangko Sentral ng Pilipinas (BSP).
The move comes after the stablecoin surpassed the BSP’s key performance indicators.
This means that $PHPC is now fully redeemable and will see expanded use, particularly for remittances and cross-border payments.
With regulatory restrictions lifted, Coins.ph plans to scale up PHPC’s minting capacity to handle higher transaction volumes.
Homegrown blockchain project SparkPoint acquired another Bicol-based entity, MetaGaming Guild (MGG), in a strategic move aimed at accelerating innovation at the intersection of AI, GameFi, and crypto.
The acquisition will see MGG’s core team integrated into SparkPoint’s roadmap, with the acquirer’s native token, $SRK, replacing the aquiree’s native token, $MGG.
As part of the transition, MGG will conduct a buyback of $SRK for airdrop to $MGG holders, aligning incentives and strengthening token utility.
Binance Aids PH Probe Anson Que Case
Global crypto exchange Binance revealed that its Financial Intelligence Unit assisted Philippine authorities in tracing a $3.75 million crypto ransom linked to gambling junkets and fragmented crypto wallets.
The Philippine National Police Anti-Cybercrime Group confirmed that the funds, tied to the April killing of businessman Anson Que, were laundered through high-risk exchanges and unlicensed e-wallets. Binance’s on-chain analytics helped pinpoint suspect-linked accounts, overcoming challenges posed by complex laundering methods.
Authorities said the ransom was routed through casino junket operators before being converted into cryptocurrency and dispersed across multiple wallets.
Earlier, the Anti-Money Laundering Council identified ₱200 million in ransom payments connected to Que’s murder, tracing it through junkets like 9 Dynasty Group and White Horse Club, which have since ceased operations.
