The House of Representatives, in its 20th Congress, has received another blockchain-focused bill that proposes the creation of a blockchain-based national budget system.

House Bill 4935

House Bill 4935, authored by Bulacan 5th District Rep. Agatha Paula “Agay” Aguilar Cruz, was filed on September 29, 2025.

The measure, titled “An Act Mandating the Establishment and Implementation of a National Budget Blockchain System to Enhance Transparency, Accountability, and Public Participation in the Philippine Budget Process,” proposes the development of a blockchain-based national budget system aimed at improving government transparency, strengthening accountability mechanisms, and increasing citizen participation in the budget process.

As of writing, the bill has been pending with the Committee on Appropriations since it was read on October 1, 2025.

In addition to the blockchain bill, Rep. Cruz also filed other measures in the House of Representatives aimed at strengthening transparency, accountability, and integrity in government.

On September 16, 2025, Cruz filed House Bill 4612, or “An Act Implementing the People’s Right to Information and the Constitutional Policies of Full Public Disclosure and Honesty in the Public Service and for Other Purposes.” 

The bill seeks to operationalize the constitutional mandate on the people’s right to information, ensuring greater access to government records and requiring full disclosure in the performance of public duties. It has been referred to the Committee on Public Information and has remained pending there since September 23.

A week later, on September 23, 2025, she filed House Bill 4770, or “An Act Disqualifying Relatives of Public Officials Within the Fourth Civil Degree of Consanguinity and Affinity from Participating in Government Contracts, and for Other Purposes.” 

This measure aims to address potential conflicts of interest in government procurement by barring close relatives of public officials from participating in contracts. It was referred to the Committee on Appropriations and has been pending there since September 25.

Blockchain Bills in the 20th Congress

In the 20th Congress, nine other blockchain-related bills have been filed, ranging from a Strategic Bitcoin Reserve and institutionalizing blockchain in government services to several proposals for a blockchain-based national budget system.

House Bills

  • HB 421 – Creates a Strategic Bitcoin Reserve under BSP to diversify assets and strengthen financial resilience.
  • HB 4075 – Institutionalizes blockchain use in government transactions for efficiency and transparency.
  • HB 4380 – Establishes a Blockchain Technology Development Council to oversee blockchain adoption across sectors.
  • HB 4489 – Mandates DICT, DBM, and COA to implement a blockchain-based budget system for the entire cycle.
  • HB 4611 – Requires a blockchain-powered budget system down to the barangay level for citizen engagement.
  • HB 4792 – Creates the National Council on Digital Assets and Tokenized Investments (NCDATI) to set a framework for crypto adoption, tokenization, and stablecoins.
  • HB 4853 – Proposes a National Budget Blockchain System to promote transparency and public participation.

Senate Bills

  • SBN 1330 – Provides ₱500M in initial funding for a National Budget Blockchain System to ensure tamper-proof records.
  • SB 433 – Refiled Digital Assets Act, defining digital assets (e-money and virtual assets), requiring registration/licensing of issuers and exchanges, and designating BSP and SEC as lead regulators.
